1989
- Opening of Leung King Early Education and Training Centre (Tuen Mun).
- A "Dressing Skills Learning Package" (DSLP), developed by Heep Hong's occupational therapists, was published. It provided a systematic approach of pre-dressing and dressing training for practitioners who take care of young handicapped children.
- A series of activities was organized to celebrate the Jubilee Year of Heep Hong including open days of all Heep Hong centres, a joint graduation and fun fair, seminars on the "Dressing Skills Learning Package", a brass band concert, and a symposium on "Working with Young Handicapped Children - the Way Ahead".
1988
- The "Developmental Learning Package" (DLP) which consisted of seven volumes was formally published.
1987
- Opening of the fourth Special Child Care Centre at Chun Shek Estate (Shatin), the first special child care centre to be set up according to the standards of WOPSCET.
- Heep Hong launched its first fund raising charity concert at the Hong Kong Coliseum.
1986
- Two seminars on introducing "Developmental Learning Package", a publication concerning children's training programmes, with the exhibition of teaching aids were held for the practitioners in the field of child care service.
- The four units of the First Help Outreach Programme were renamed as Early Education and Training Centres (EETCs) to be in line with the recommendations of the Government's Working Party on Pre-school Care, Education & Training of Disabled Children (WOPSCET).
1984
- Community Chest supported the employment of two outreaching workers at the Sha Kok and Cheung Ching First Help Units to provide home-based training programmes for children and parents who could not attend the centres' regular service.
1983
- Opening of two more First Help Units in Sha Kok (Shatin) and Cheung Ching (Tsing Yi) Estates with the support of the Community Chest.
- Head Office of Heep Hong moved from Hong Kong Centre at Sandy Bay to 21 Hospital Road.
- Opening of the third Special Child Care Centre (SCCC) in Kwai Shing Estate (Kwai Chung).
1982
- The name Heep Hong Club for Handicapped Children was formally changed to Heep Hong Society for Handicapped Children.
- Heep Hong participated in the Government's Working Party on Pre-school Care, Education and Training of Disabled Children (WOPSCET) aimed at reviewing and improving the current services for disabled children aged 0-6.
1981
- Opening of the first two units of First Help Outreach Programme in Pak Tin (Shamshuipo) and Shun On (Kwun Tong) Estates.
1980
- The proposed project on early intervention was formally adopted under the revised Rehabilitation Programme Plan and named the First Help Outreach Programme.
